Amendment of the South Sydney Local Environmental Plan 1998 – 91-99 & 119-121 Eveleigh Street, Redfern

The City of Sydney is publicly exhibiting a Planning Proposal for the reclassification of land at 91-99 and 119-121 Eveleigh Street, Redfern, in accordance with Section 57 of the Environmental Planning and Assessment Act 1979.

Objective

The Planning Proposal seeks to amend the South Sydney Local Environmental Plan 1998 to re-classify the Council owned sites from “community” land to “operational” land to allow the inclusion in the Pemulwuy Project, which is the proposed redevelopment of “the Block” that has been approved under Part 3A of the Environmental Planning and Assessment Act 1979, Concept Plan (No. 06_0101), approved by the Minister on 30 June 2009. The City’s planning proposal does not include any change to the building envelope controls for the site or any change to the proposed road closures.

Explanation

Community land is generally open to the public, for example, parks, reserves or sports grounds. Operational land may be used for purposes such as works depots or garages, or held by the City as a temporary asset.

This Planning Proposal applies to seven parcels of land at 91-99 Eveleigh Street, Redfern (presently known as Pemulwuy Park) and 119-121 Eveleigh Street, Redfern (presently known as the Eveleigh Street playground). These are generally located between Eveleigh Street and the Redfern railway corridor.

The Pemulwuy Project will involve a change to the public domain including roads and parks. The land at 91-99 and 119-121 Eveleigh Street would be developed to be part of a commercial / residential building.

Justification

The Pemulwuy Project is supported as it is proposed on behalf of the community and is sensitive to local needs. The project is proposed to provide affordable housing and facilities for the community including a child care centre and a gym.

Given the small area of land and location adjacent to the railway line, the subject sites are not considered ideally suited for open space.
