Draft Ecologically Sustainable Development - Development Control Plan

Ecologically Sustainable Development, or ESD means using, conserving and enhancing our natural resources so that ecological processes on which life depends, are maintained, and the total quality of life, now and in the future, is improved. ESD improves the total quality of life for us alive now and also for future generations (State of Environment Guidelines, Department of Local Government, 1999).

The City of Sydney has prepared a Draft Ecologically Sustainable Development Development Control Plan (draft DCP) which provides a comprehensive set of guidelines and requirements to ensure the application of ESD principles throughout the City. The aim of the DCP is to minimise adverse impacts from the design and construction of development on the environment by reducing resource use and improving the quality of environments for health, amenity and ecological reasons.

The draft DCP aims to achieve this through development controls related to energy and water use, recycling, the reduction of waste and the use of sustainable building materials. For larger developments the DCP introduces a number of ‘rating tools’ for assessing environmental performance, including the City’s own Multi Unit Residential Rating Tool.

City of Sydney Draft ESD Multi Unit Residential Rating Tool

The City of Sydney has developed a rating tool under the Draft DCP to assess the environmental performance of multi unit residential flat buildings. The Draft Rating Tool was developed with the cooperation of the Green Building Council of Australia and is modelled on the Green Star rating tools using a similar framework and language.

The Draft Tool has approximately 50 performance criteria or credits that improve the environmental performance of a proposed building. The criteria are divided into 8 environmental impact categories including management, indoor environmental quality, energy, water, materials, land use and ecology and emissions.

The Draft Tool allows applicants to meet the minimum rating required by the draft DCP by choosing various credits. For more information follow the link to the Draft ESD Multi Unit Residential Rating Tool page below.
