Planning Proposal, Draft Development Control Plan and Draft Planning Agreement for Harold Park - Community Consultation

In accordance with the Environmental Planning and Assessment Act 1979 and its Regulation, the City of Sydney is placing on public exhibition draft site-specific planning documents for the Harold Park and Former Rozelle Tram Depot site, Forest Lodge.
Community Consultation
The City of Sydney invites submissions on three new draft planning documents for Lots 1-2 DP 749029; Lots 711-712 DP 47216; Lot 1 DP 629976; Lot 1 DP 193543; and Lot 1 DP 137040 (known as the Harold Park Paceway and Former Rozelle Tram Depot site at 72 and 74 Ross Street; 1A and 1B The Crescent; and 10 Maxwell Road, Forest Lodge):

Background
In June 2009, Council resolved to commence the rezoning of the Harold Park Paceway and Former Rozelle Tram Depot site (Harold Park) to allow for urban renewal. As part of the rezoning process, the City of Sydney undertook to prepare an Urban Design Study, and a number of other technical studies, to help inform the preparation of the new draft planning documents to guide the urban renewal of Harold Park. Two phases of community consultation were carried out to refine the Urban Design Study, and feedback from the community was considered in formulating the draft planning documents. Objectives and Intended Outcomes
The objective of the Planning Proposal is to permit development of a mix of residential, commercial, retail, and open space uses on the subject site.
Development on the site would be between three storeys (10.5 metres) and eight storeys (25.5 metres) in height (with lower heights towards the southern and western boundaries), with around 1250 apartments, including 50 affordable housing units. The tramsheds will be refurbished to allow for a mix of commercial, retail, and community uses within the existing envelop, to maximise the benefits of access to the existing light rail infrastructure.
The Draft Development Control Plan includes more detailed provisions dealing with built form, traffic management, conservation and interpretation of heritage items, and the design and use of public open space, to ensure the development integrates with existing surrounding neighbourhoods, and that potential negative impacts are minimised.
The Draft Planning Agreement establishes the framework for the delivery of public benefits to the City as a result of the rezoning and renewal of the site, including 3.8 hectares of public open space (greater than 35% of the site), 500 m2 of floor space within the tramsheds for community uses, 1000m2 of land on which to construct a 5000m2 residential flat building capable of accommodating at least 50 affordable housing units, and payment of a $8.25 million monetary contribution, for expenditure on embellishment of the new public open space.
