New proposed Council facility at Dunning Avenue, Rosebery

The City is proposing to refurbish the old Aristocrat manufacturing property at 115-151 Dunning Avenue Rosebery into a Works Depot. Our plan is for an environmentally sustainable facility, within an existing industrial zone, that improves the following services to the local community:

  • Waste management
  • Street and footpath cleansing
  • Footpath maintenance and carpenters and electricians
  • Council vehicle maintenance  
  • Ranger services.

The Development Application for this proposal was previously exhibited in May-June 2009. In response to community feedback on the proposal as well as a request from our independent Planner to provide additional information, we have renotified the Development Application. This includes further information and clarifications regarding Acoustics, Traffic, Operation Management and our property search.

The Development Application was on exhibition for a second time from Monday 30 November 2009 until Monday 11 January 2010. The Independent Planner is now undertaking a detailed assessment of the application.

Frequently asked Questions

 

How will trucks be kept away from resident’s homes?

The primary site entrance for vehicles will be on Dunning Avenue and major truck movements have been directed away from residents. Only trucks entering and leaving the depot during peak periods (approximately 7am - 9am, Mon-Fri) will go past residents living on Harcourt Parade. Trucks do not need to pass houses on the corner of Hayes Rd and Mentmore Avenue.

At night vehicles, such as street sweepers and large waste collection trucks, will not use Harcourt Parade. Trucks collecting domestic waste will only operate from Monday to Friday, and will not leave before 5.30am. Four night-time street sweeping trucks will leave at 10.00pm, Monday to Friday, returning once during the night before they finish at 6.00am. How will odours and dust be prevented?

No offensive smelling waste will be stored or handled on-site.

Domestic garbage will be delivered directly to a waste transfer station outside of the Council area. Only materials collected by street sweepers (mostly plastic or glass bottles and leaves) and Council’s bulky items collections will be delivered to this depot for temporary storage. Returning waste collection vehicles will be washed on entering the building.

To reduce dust, all loose material (ie sands and soils) will be stored and covered. The high perimeter walls will provide an effective wind trap.

How will noise be managed?

A full Acoustic Report is submitted with the DA. Testing has been done at nearby residential properties to assess any expected noise associated with the depot. Most operations will occur during daylight hours, however both day and night time activity comply with the Department of Climate Change’s criteria and the City of Sydney’s Noise Code.

Why was this site chosen for a new Depot?

The City needs a depot in the southern part of the City to provide services to the nearby community.

In 2007 an extensive property search was instigated and after careful analysis it was found that Dunning Av was the best site for servicing the community.

The City had specific needs for a depot and the proposed site has existing buildings which can be extensively reused. Only minor alteration works are required and building heights and floor space will not be increased. The area is zoned industrial and the State Government has identified this area as a key industrial area to retain employment.

Residents have made enquiries about Council depot studies and where depots should be placed. In early 2007 the City commissioned a study which reviewed amalgamating and relocating its depots; this study recommended a major depot  be located in the south of the City, and recommended that a site in Rosebery could be suitable.

The City needs three major depots, with two already existing in the North and East, a Southern depot was needed.

What staff will use the new depot?

The new depot will accommodate around 200 Council staff. This includes waste management, street and footpath cleansing, civil maintenance and construction, trades, fleet maintenance and ranger services. Night and weekend use will be limited. In line with City policies, staff will be encouraged to take public transport, walk or cycle to work.
