Harbour Village North Public Domain Study
Background
The City’s draft Harbour Village North Public Domain Study is a bold vision to breathe new life into the harbourside communities of Millers Point, Dawes Point, Walsh Bay and The Rocks.
The project aims to improve streetscapes and public spaces, facilitating improved connections to existing cultural precincts and attractions and new public places (such as Barangaroo), while protecting and celebrating the special heritage character of the precinct and preserving amenity for existing residents.
The study forms part of the overall City Centre Public Domain Plan which delivers on Sustainable Sydney 2030 strategic directions creating a city for pedestrians and cyclists, a lively and engaging city centre, vibrant local communities and economies, and a cultural and creative city.
The City Centre has been divided into key precincts for which detailed feasibility and public domain improvement proposals will be developed.
To date, the City has undertaken the Chinatown Public Domain Study/Plan.
Harbour Village North is the next in a series of detailed studies.
Community consultation and submissions
In June 2011 Council approved the public exhibition of the draft Harbour Village North Public Domain Study, and resolved that the City engage with key stakeholders of the area to test the guiding directions and determine implementation priorities. Council also noted that preliminary work has commenced on priority projects under the study.
The Draft Study was exhibited for a period of 6 weeks, closing on the 12 August 2011 . The City received 16 submissions from the community, organisations and government agencies. The submissions have been summarised in a report to Council (19 September 2011).
Community Workshop 1
On 20 July 2011 a community workshop at Walsh Bay was attended by more than 80 residents, business owners and workers in the area.
The workshop established general support for the guiding directions of the draft Public Domain Study, and for the priority projects to be undertaken by the City. It also identified a range of priorities and ideas for the public domain in the area. A detailed report on the outcomes of the workshop is provided in the report to Council.
Community Workshop 2
On 14 September 2011 a community workshop at Abraham Mott Hall, Millers Point, key issues raised in workshop 1 and the public submissions were outlined in a 'report back' session.
Analysis and opportunities for the Observatory Hill Masterplan Review, and Key Streets, were presented by the consultants and discussed by the community. Feedback will inform the development of these projects and the overall Public Domain Study.

At previous community meetings, the City consulted on improving public spaces and local neighbourhoods while preserving their unique character.
This final meeting will establish priorities for restoring and conserving Observatory Hill Park; and improving local streets including Argyle& Grosvenor Streets, Dalgetty Road, Towns Place,
Kent Street Underpass and Gas Lane.
Come along and review the draft proposals, provide feedback and discuss priorities.
Next Steps
The draft Harbour Village North Public Domain Study will be refined, and an implementation plan developed incorporating community and stakeholder input.
Ongoing work on the priority projects will be incorporated in a revised draft Public Domain Study to be reported to Council early 2012.
The revised draft will then be put on public exhibition.
