City Plan
The new City Plan is a single set of planning controls that will guide future development throughout the City of Sydney Local Government Area.
The City Plan consists of a single Local Environmental Plan (LEP) and Development Control Plan (DCP). A Local Environmental Plan is the principal legal document for controlling development and guiding planning decisions made by Council. A Development Control Plan is a non-legal document which supports the LEP with more detailed planning and design guidelines.
The City Plan distils 60 existing planning documents into a single, user-friendly and consistent document for residents, businesses and developers. It is the result of five years of consultation involving more than 40 studies and reviews and over 100 meetings with the community and businesses. The City Plan balances the need to meet targets for homes and jobs set by the NSW Government with our vision for a more sustainable and liveable city, and the protection of heritage and the character of our villages.
Update May 2012
Council has approved the Local Environmental Plan and Development Control Plan, and the Local Environmental Plan is now with the Department of Planning and Infrastructure. Both plans come into force when the Minister approves the Local Environmental Plan.
Following the 2011 public exhibition, Council considered reports on submissions to the draft Local Environmental Plan and draft Development Control Plan. On Thursday 8 March 2012 and Monday 12 March 2012 CSPC and Council approved the draft Local Environmental Plan for referral to the Department of Planning and Infrastructure with a request that the Minister make the Plan. Council approved the Development Control Plan on 14 May 2012.

Council deferred a number of sites from the LEP and DCP for more review and consultation. These include the Lachlan Precinct and properties in Gardeners Road, Rosebery. Council also deferred the Goodman-owned site in the Ashmore precinct (57 Ashmore Street and 165-175 Mitchell Road, Erskineville) from the LEP and the whole Ashmore Precinct from the DCP. Council is reviewing the planning controls for the Ashmore Precinct as an amendment to the South Sydney Development Control Plan 1997: Urban Design: Part G: Special Precinct No.7: Ashmore Precinct.

City of Sydney Employment Lands Study
Separately to the City Plan process, the City has commenced a new Employment Lands Study. The City will be consulting landowners and other stakeholders in 2012 and a draft Study will be placed on public exhibition in early 2013.
