Paddington, Centennial Park and Moore Park Urban Design Study
The Paddington, Centennial Park and Moore Park study area includes that part of Paddington located in the City of Sydney, Centennial Park and Moore Park.
In 2007, the City of Sydney engaged HBO + EMTB Urban and Landscape Design to undertake the urban design study for this area. The study involves detailed analysis of the urban and built form of the area including:
- Surveying the existing built form of the study area (including building heights and floor space ratios (FSRs)
- Assessing the urban character of the area; and
- Recommending appropriate height, FSR, site coverage controls and development controls, neighbourhood and desired character strategies, and a strategic structure plan.
The consultants also reviewed the existing planning controls and drew from a broad range of work and studies that already existed from City of Sydney and South Sydney Councils and the community.
Community consultation was an important part of the study process. A meeting was held in July 2007 to introduce the study to the community and seek involvement in the development of desired character strategies. A second community meeting was held in September 2007 to give an update on the progress of the study and seek comment on the draft recommendations.
The presentation and draft recommendations from the second community meeting were made available for public comment and feedback. Individuals and groups provided comments on the recommendations of the study. These comments were considered when finalising the recommendations of the consultant’s final report.
Council noted the consultant’s final study report at its meeting on 2 June 2008. The Planning, Development and Transport Committee report is available for download.

The recommendations and findings made by the consultants have not been endorsed by Council. Any recommendations relating to Local Environmental Plan (LEP) and Development Control Plan (DCP) planning controls made within the report referred to here will not be taken into account in the assessment of any proposed development.
