Preparing & Lodging a DA

The following items need to be prepared and submitted for all Development Applications.

This brochure provides a comprehensive guide to lodging applications for development and also outlines the steps in the development process.

Completed Development Application Form

When lodging a DA you must submit a completed application form, along with:

  • consent from all the registered owners. If a company owns the property, the company stamp or seal is required. If the building is subject to a strata scheme, the owners' corporation seal and authorised signatures are required.
  • details of the proposed development including the existing use, operating hours, staff numbers, goods to be produced or stored, existing and proposed car spaces and loading facilities.


Digital Development Application Requirement

From 1 July 2005, the City of Sydney requires digital copies of Development Applications, including plans and documentation.


Statement of Environmental Effects

This statement should detail any expected impact of the development on the environment, adjoining premises or the public. It should also include a description of the existing situation and the proposed development.

Should the development have minor or no environmental impact, the Statement of Environmental Effects may be included on the DA form.

Required Fees

The City of Sydney Schedule of Fees and Charges is available online. Alternatively, you can pick up a copy at one of the Council Locations.

Many applications require the payment of an advertising notification fee in addition to the application fee.

The One Stop Shop and NSCs can provide advice on which fees apply to your development.

For Integrated Development, an additional fee of $250 is required in the form of a cheque made out to the relevant authority as well as a $110 fee to payable to Council. Most Integrated Developments need to be advertised and notified.

Drawings

A minimum of six sets of drawings must be prepared for the proposed development. These must include:

  • A site plan showing the location of the development within a building or within the locality. The site plan should also identify the site, streets, adjoining properties and a northpoint.
  • Plans showing the details of the proposed development in relation to adjoining premises and streets if applicable. If the proposal is for part of a floor of a building only, the floor plan of the whole floor must be provided.
  • Elevations showing the view of the development from all visible sides in relation to adjoining premises (not required where there is no new work proposed).
  • Sections through appropriate areas of the site (not required where there is no new work proposed).

New work must be coloured, with a clear distinction being made between alterations and additions.

Drawings must be to scale - normally at 1:100 - and suitably numbered and dated. They are to be folded to A4 size with the title block to the front.

Sign applications require plan and elevation details of the location, size and width of the sign, height above ground, materials, colouring, text including size of lettering, graphics and logo, and illumination. The City of Sydney Advertising Sign Codes contain details of the requirements for the design and location of signs.

Additional Information That May Be Required

Statement of Heritage Impact

If the building is a Heritage Item or within a Conservation Area, a Statement of Heritage Impact is required detailing the impact of the development on the Heritage Item or the Area.

Floor Area

If any additions result in an increase in the Gross Floor Area or Total Floor Area of the building, details of the existing floor area of the building and the additional proposed floor area must be provided. Floor Space Ratio calculations must also be provided.

Demolition

In the case of demolition, full details of the age and condition of the buildings or works to be demolished must be provided.

Licensed Premises

In the case of DAs for new licensed premises and for extension of trading hours for existing licensed premises, a Code of Practice and a Security Management Plan must be submitted.

These enable interested parties to understand the commitment of the owner/operator to ensuring that the premises will be operated in an appropriate way. They will also assist in the assessment of the DA.

Licensees are encouraged to become a member of the City of Sydney Accord with Licensed Premises. For more information contact our staff at one of the Council Locations.

 

Educational Establishments

When lodging a DA for educational establishments (college, school, academy or educational institute) additional information is required. The following download is a guide for applicants to assist in lodging a DA for a proposed educational establishment within the Central Sydney area.

Major Developments

New buildings and major refurbishments constitute major developments. You can download a Major Developments Application Brochure.

Depending on the size and scope of the development, additional information may be required for major developments, such as a model, materials specifications, traffic and parking report, shadow diagrams and wind effects report.

Additional sets of drawings also may be required. Details of additional information required for major developments are available from any Council Location and a checklist is included in the Development Application Form.

Models - Physical & 3D Electronic

Physical and 3D models are required for any development that involves changes to the building envelope for the CBD.

For all other areas, new developments or major alterations and additions costing over $5 million or that result in a building over three storeys in height (4 storeys or more) require both physical and 3D electronic models.
