Noise Restrictions & Measurement

With the exception of permitted construction activities, the City of Sydney limits neighbourhood noise from most sources to a maximum of five decibels above background noise levels. Other standards apply to noise nuisance created by vibration.

The City measures noise impacting on a complainant at the point of impact. For example, should the noise be disturbing you in your living room, this is where the measurement will be taken. The prescribed limit applies regardless of whether windows are open or closed.

Typically, noise is measured for a minimum15 minute period, to allow for peaks and troughs and ensure a that a fair and accurate assessment of the noise climate is carried out.

The New South Wales Guide for Local Government Part 2 describes the key noise assessment procedures that council officers may use when deciding whether noise is a problem.

These cover the audibility test, duration of noise test for intruder alarms and the offensive noise test. Advice is also provided on procedures for assessing noise using a sound level meter and when this may be needed to determine if noise is offensive or intrusive.
