Woolloomooloo Improvements Plan

The Woolloomooloo Improvements Plan is an initiative flowing out of the City’s work on Local Action Plans.  Key elements of the Plan include community development, community partnerships, and public domain improvements.  In addition to the consultation completed as part of the City East Local Action Plan, three rounds of in-depth consultation have been completed with the Woolloomooloo community in 2006 and 2007 to develop the Woolloomooloo Improvements Plan. The Plan emphasises the value of equality and inclusiveness within Woolloomooloo’s diversity and will assist Woolloomooloo communities to increase their social, economic, and environmental sustainability.

The Woolloomooloo Improvements Plan Key Directions and Actions Report of Findings is now available for viewing at the Mary McDonald Activity Centre, Kings Cross Neighbourhood Service Centre, and the Juanita Nielsen Recreation Centre. A copy of the report is available for download.

Woolloomooloo Action Plan - Key projects

Background

Six key projects to apply the Principles and Actions identified in the Woolloomooloo Improvements Plan are detailed below. These projects have been endorsed by Council.

These projects are aimed at improvements in community well-being, the public domain, community programs and services, and use of community facilities.

Projects have been identified using a community development approach to ensure integrated and coordinated planning and improvements. The process required to achieve sustainable outcomes includes engaging and cooperating with community service providers and local residents and building community capacity and cohesion between diverse resident groups.

Project A – Improvements to safety and activation of Forbes Street

  • Increase use, activity, and safety in Forbes Street
  • Implement physical improvements to Forbes Street to activate space and increase safety including increased social and recreational opportunities
  • Provide training programs for local young people, people who are homeless, and local unemployed in the design and construction of physical improvements to Forbes Street.

Project B - Cleanliness and maintenance of public spaces

  • Improve cleaning and maintenance in Department of Housing (DOH) and other public spaces within Woolloomooloo
  • Establish recycling initiatives in the area
  • Improve cleanliness and maintenance of Talbot Lane
  • Deliver community education programs around waste management with Department of Housing residents
  • Develop a policy on food van management.

Project C – Physical and Social Improvements to Mary McDonald Centre, Tom Uren Square and Walla Mulla Park

  • Deliver physical improvements to Walla Mulla Park including greening, public art projects, and improved public amenities including toilets
  • Review services and programs provided at Mary McDonald Centre to increase the use of the centre and activate use of Tom Uren Square
  • Redesign Mary McDonald Centre and surrounding precinct to open to Tom Uren Square and encourage active use of space
  • Implement actions identified in the City’s Homelessness Strategy including priority projects for the vulnerable and complex. Work in partnership with local services to improve the ongoing well being of people who are homeless
  • Deliver training programs for local young people, people who are homeless, and unemployed people in design, construction and park maintenance of Walla Mulla Park
  • Deliver cultural and community development programs in partnership with local cultural organisations
  • Review use, design of, and access to Forbes Park.

Project D - Increase use and safety of Sydney Place and Juanita Nelsen Centre

  • Review services provided at Juanita Nielsen Centre to deliver improved recreation, outreach, youth, family, and community services for the Woolloomooloo community
  • Provide programs and activities for young people on evenings and weekends
  • Increase use of existing facilities in Sydney Place through promotion of facilities and delivery of social and recreational programs
  • Improve safety of Sydney Place by activating space through delivery of social and recreational programs, and community events.

Project E - Improve safety in the public domain through increased accessibility, wayfinding, and lighting

  • Complete a wayfinding, accessibility and lighting study to make streets safer and also to increase pedestrian traffic through Woolloomooloo
  • Complete a Local Area Traffic Management Plan for Woolloomooloo and deliver improvements to traffic flow in Woolloomooloo including shared zones and traffic calming
  • Deliver improvements to pedestrian streets and laneways in Woolloomooloo to make them safer and to increase pedestrian traffic from within Woolloomooloo and residents in Kings Cross, Potts Point, East Sydney, and Darlinghurst
  • Improve street lighting in all City owned streets and DOH laneways and streets through installation of improved and new lighting
  • Undertake long term streetscape upgrades within Council’s Capital Works program.

Project F – Bourke Street Park Improvements

  • Redesign Bourke Street Park as a community park for use by a range of people
  • Provide training for local young people, homeless, and unemployed in design, construction and park maintenance
  • Improve the ongoing well-being of people who are homeless in Woolloomooloo
  • Increase ownership and use of local parks by residents.
