Epsom Park Precinct

In Zetland

The Epsom Park Precinct (the Precinct) is located in Zetland, within the Green Square Urban Renewal Area. The surrounding land uses to the north, west and south are already in transition from predominantly light industrial uses to higher density residential and associated mixed uses. The City has identified the precinct as an area of likely change.

The City has undertaken a masterplanning exercise to develop future planning controls for precinct. The main issues addressed include:

  • Stormwater management
  • Land ownership and the staging of development
  • The location and configuration of new roads and public open spaces
  • Built form massing and location.

The results of the exercise are planning controls that have been incorporated into the Sydney Local Environment Plan 2012.

Location

Epsom Park is to the south of the Victoria Park development, bounded by Epsom Road to the south, South Dowling Street to the east and Joynton Avenue to the west.
 
The City of Sydney is a significant landowner, owning 3 adjacent lots with frontage to Joynton Avenue and Epsom Road. Currently the predominant land use is light industrial, including utility depots, warehousing and car showrooms.

Vision

Epsom Park will be a community focused neighbourhood, that capitalises on the surrounding infrastructure and services in the Green Square Town Centre, to provide a discrete, connected and sustainable urban lifestyle for a diverse community, within a variety of building types.

It will have a high level of permeability, connectivity and priority for pedestrian and cyclists. The neighbourhood will be characterised by quality urban design a central park and recreation centre to provide active and passive recreation opportunities.

The Green Square health and recreation centre

This new health and recreation facility has been identified to be located on the Council-owned land in the precinct. This location was endorsed by Council on 6 April 2009. Complementary health services could also be located in the immediate vicinity of the recreational centre.

New streets and parks

A key focal point of the Precinct is a 15,500sqm park. This park will be associated with the adjacent recreational centre. Its main purpose will be for active sports fields.

A new 36 metre wide street, (Zetland Avenue), will be the Precinct’s premier street. It will link to the Green Square Town Centre, be of a grand architectural scale, provide ample space for pedestrians, cyclists, future light rail, and local vehicles.

Building types are to accommodate proposed mixed uses, with a strong residential component. A café strip will face northwards towards Epsom Park, with commercial offices and retail activity encouraged along Epsom and Link Roads.

It is envisaged the development will occur gradually with a transition to residential and mixed uses. The urban structure does allow for each landowner to develop independently of their neighbour.
