Development control plans
DCPs
A development control plan is a non-legal document that supports the LEP with more detailed planning and design guidelines.
For development where the City of Sydney Council and the Central Sydney Planning Committee are the consent authority, the following DCPs apply (download below).
To check which DCP applies to your land refer to the planning controls map or speak to a planning officer by contacting the City.

Sydney DCP 2012
The Sydney DCP 2012 applies to most of the City's local area as shown in the area map within the DCP document (download below).
More detailed maps are available about specific areas of the City.
The Sydney DCP was adopted by Council on 14 May 2012. It came into effect on 14 December 2012, the same day the Sydney Local Environmental Plan 2012 started.
The Sydney DCP 2012 was exhibited in accordance with the Environmental Planning and Assessment Regulation 2000.
Special notices
Exempt and complying development
As a result of changes to the NSW Housing Code by the state government, certain exempt development provisions no longer apply in the following City DCPs:
- Central Sydney DCP 1996 – part 13
- Leichhardt DCP No. 35: Exempt and Complying Development
- South Sydney DCP 1999: Exempt and Complying Development.

Development guidelines
To assist applicants preparing development applications, where applicable refer to the following guidelines, which are available for download below:
- Boarding houses (including student accommodation)
- Child care centres
- Providing community infrastructure in Green Square
- Sex industry and adult entertainment premises.
Central Sydney DCP 1996
Central Sydney DCP 1996 applies to land that falls under the Darling Harbour Catchment Authority.
Part 8 and part 11 of the Central Sydney DCP have been superseded:
- for part 8, refer to the Signage and Advertising Structures DCP 2005
- for part 11, refer to the Notification of Planning and Development Applications DCP 2005.
Leichhardt DCP 2000
Under part A 'suburb profiles' Leichhardt (10.2) is not currently available to download.
