AMP Circular Quay Precinct
Sydney LEP 2012 amendments
The key objective of this planning proposal is to revitalise 2 city blocks within the AMP Circular Quay precinct on the land next to Circular Quay bound by Loftus, Bridge, Phillip and Alfred streets. The proposal excludes the land north of Customs House Lane and south of the east-west leg of Loftus Lane.
Amendments to the Sydney Local Environmental Plan (LEP) 2012 will include redistribution of floor space within the precinct to enable the development of an addition to the existing commercial tower on the eastern Bridge and Alfred streets block and low-scale mixed use development on the western Young and Loftus streets block. Laneway revitalisation, increased sunlight to Macquarie Place and conservation of heritage items will also be included.
If Council approves this planning proposal it is authorised to exercise the functions of the NSW Minister for Planning and Infrastructure under section 59 of the Environmental Planning and Assessment Act 1979 to make the amendments to the Sydney LEP 2012.
Sydney DCP 2012 amendments
Proposed amendments to the Sydney Development Control Plan (DCP) 2012 support the above amendments to the above Sydney LEP 2012 and address built form, urban design, land use, pedestrian links, traffic management and heritage.
Draft planning agreements
The City proposes to enter into a planning agreement with the land owners of AMP Circular Quay Precinct in connection with the planning proposal. The planning agreements will provide a range of public benefits within and near the precinct and were placed on public exhibition at the same time as the planning proposal.
Competitive Design Policy amendment
A 2-phase competitive architectural design approach for the AMP Circular Quay Precinct has been proposed.
The proposed amendments and planning agreements were previously on public exhibition. The submissions lodged during the consultation process are now being considered by the City.
