Planning agreements (also commonly referred to as voluntary planning agreements or VPAs) form one part of the City's developer contribution system.
A planning agreement is entered into by the City and a developer while Council considers the planning proposal (rezoning application) or development application. A planning agreement can either be in lieu of, or in addition to a development contribution payment and this is negotiated as part of the planning agreement.
