Alexandria parking changes
Resident and visitor permit trial
To manage commuter parking impacts in Alexandria near the Australian Technology Park, the City implemented parking changes and trialled a resident parking scheme with visitor parking permits in Alexandria for 12 months.
In November 2011, the City consulted over 3,200 residents asking for feedback on traffic and parking issues in Alexandria and to see if residents supported the introduction of timed permit parking with:
- an exemption for residents with a permit
- possible angle parking
- ‘No Parking’ in laneways.
After reviewing submissions received in November 2011, staff developed detailed parking plans for streets where residents expressed strong support for parking changes. Consultation on these proposals started in February 2012.
The City held a community workshop on 31 March 2012 at the Alexandria Town Hall to update local residents and discuss the proposed parking changes. The workshop was attended by 78 residents, the Lord Mayor, councillors, and the City’s technical and support staff.
At the workshop, the Lord Mayor gave a commitment to trial timed permit parking and visitor parking permits in Alexandria.
On 14 May 2012, Council resolved to endorse the 12 month trial of a resident parking scheme with visitor parking permits in Alexandria. A copy of the Lord Mayor’s minute can be downloaded below.
Implementation of the trial
Timed permit parking was trialled in Alexandria for 12 months. The proposed changes limit any vehicle that does not have a permit to 2 hours of parking from 8am to 6pm, Monday to Friday where the signs are installed.
Residents with an area 35, 39, 40 or 41 parking permit were exempt from the 2-hour time limit.
Due to the number of streets involved in the trial, consultation and implementation of the proposed parking changes was carried out in 3 stages. A map showing the 3 stages and the streets involved can be downloaded below.
Stage 1 parking plans supported by residents included Alexander, Brandling, Dadley, Dibbs, Explorer, Jennings, Lyne, Newton, Renwick, Rowley, Suttor and Wyndham Streets, Henderson and Kingsclear Roads, and Allen, Henderson, Lyne, Monks and Renwick Lanes.
Stage 1 parking plans supported by residents were endorsed at the June 2012 meeting of the Traffic Committee with signs installed on 30 July 2012.
The majority of stage 2 residents who made submissions about the proposed parking changes told us they did not find it difficult to park in the area and parking changes were not required.
City staff considered these comments along with feedback from other residents in a report which was presented at the July 2012 meeting of the Traffic Committee.
The committee considered the report and endorsed a recommendation to not proceed with the proposed parking changes in Belmont and Lawrence Streets and Mitchell Road at the time as it was not widely supported by residents.
Stage 3 parking plans supported by residents included Bridge and Park Streets, and Elliott Avenue.
Stage 3 parking plans supported by residents were endorsed at the August 2012 meeting of the Traffic Committee with signs installed on 3 September 2012.
Review of the trial
City staff observed parking conditions and monitored resident feedback throughout the trial. There were two formal evaluation periods, one in March 2013 and one at the end of the trial in September 2013, to see if support for permit parking has changed. These evaluations included resident feedback.
During the evaluation in March 2013, residents in Belmont Street (between Harley and Fountain Streets) and Sydney Street showed support for permit parking. Parking plans for these streets were supported by residents and endorsed at the June 2013 meeting of the Traffic Committee with signs installed on 23 July 2013.

Conclusion of the trial
The evaluation at the end of the trial showed that the majority of respondents supported:
- making the trialled parking changes permanent in streets where they were introduced; and
- leaving streets unrestricted where no parking changes have been introduced.
Based on this feedback, all parking changes in the study area were permanently endorsed at the May 2014 meeting of the Traffic Committee. All trialled parking changes in Alexandria are now permanent and the trial is complete. A copy of the Traffic Committee report and minute can be downloaded below.
