Draft hoardings and scaffolding policy and guidelines

Temporary structures (hoardings and scaffolding) are often required during construction of new buildings. They isolate work sites from public spaces and provide overhead protection from material that could fall from a work area.

Where temporary structures are placed on a public road or footpath, an approval is required under the Local Government Act 1993 and the Roads Act 1993.  

To help applicants design and install hoardings and scaffolding, a draft hoardings and scaffolding policy and guidelines has been developed. It specifies minimum design, installation and maintenance requirements to minimise adverse impacts on public spaces.  It also ensures the safe and convenient movement of pedestrians, cyclists and motor vehicles past work sites. The main aims of the policy are to:

  • Provide practical guidelines for the design and placement of temporary structures in a public place.
  • Minimise impacts of construction and maintenance activity on the city environment including impacts on pedestrian amenity and safe movement.
  • Improve the design quality and appearance of hoardings and scaffolding systems through the use of artwork, high quality images and colours.
  • Facilitate the use of green wall (vegetated) hoardings and the projection of digital images on scaffolding construction wraps.
