NSW Government share bike reforms
We’ve called on the NSW Government since 2017 to regulate and manage share bikes.
In late 2025 the NSW Government passed the Road Transport and Other Legislation Amendment (Micromobility Vehicles and Smartcards) Bill. It changes the way bike sharing schemes will be provided in NSW.
In response, Transport for NSW released its proposed sharing scheme reform for comment in February 2026.
Our response to the proposed sharing scheme reform
We support well managed share bikes and regulatory reforms that:
- keep footpaths clear and accessible
- make operators responsible for their bikes and rider compliance
- give councils practical tools to manage local impacts
- provide certainty for communities, users and operators.
As drafted the NSW Government’s proposed e-micromobility sharing scheme reforms don’t go far enough to solve the problems the community is experiencing and key details are missing. If it proceeds in its current form, there are risks of ongoing clutter, frustration and repeated calls for intervention.
We support e-bikes and don’t want them removed.
Our submission calls on the NSW Government to provide a clearer, simpler and fairer framework that works for communities, councils, users and operators.
We request the NSW Government to release a more complete and comprehensive draft regulation including related guidance, for public comment before adoption.
Our submission provides recommendations that request:
- a clear, state-led system where the NSW Government approves operators, sets and enforces fleet numbers, and manages system performance, including compliance, standard proactive operating conditions, device safety and technology requirements and data/reporting requirements
- fair funding to allow councils to recover the real costs of managing impacts in public spaces
- practical enforcement power for councils to manage parking and protect accessibility
- balancing share bike device numbers with parking supply
- a cautious start (18-month review period), with a small number of high-quality operators before any expansion
- clear local choice about whether shared e-scooters operate in our area.
