Council approved an amendment to the Sydney Development Control Plan 2012 for site-specific controls applying to 1–11 Oxford Street, Paddington on 18 May 2020.

The amended controls apply if a development seeks to use additional height or floor space permitted by a new clause in the Sydney Local Environmental Plan 2012.

The amended controls protect the retention of significant elements of the former Academy Twin Cinemas building and allows for rear and upper level additions up to 6 storeys. The controls provide guidance on the desired built form, heritage conservation, public domain, green roof, loading, servicing, access and sustainability.

The amendment supports a planning proposal to amend the Sydney Local Environmental Plan 2012. The amendment will come into effect on the same day the amendment to the LEP is notified on the NSW Legislation website.

The City of Sydney invites your feedback on proposed changes to the planning controls for 1–11 Oxford Street, Paddington.

The proposed changes will increase the floor space ratio and height to enable a hotel development up to six storeys. The development retains significant elements of the former Academy Twin Cinemas building, with rear and upper level additions. The development also incorporates a basement level entertainment facility, a health services facility and off-street servicing for deliveries.

The documents on public exhibition include a planning proposal to amend the Sydney Local Environmental Plan 2012 and a draft development control plan to amend Sydney Development Control Plan 2012. The documents will be on exhibition from 17 February 2020 to 16 March 2020.

After the exhibition period, we will consider all submissions and report the results to Council and the Central Sydney Planning Committee.

If Council approves this planning proposal after public exhibition, it can amend the Sydney Local Environmental Plan 2012 on behalf of the Minister for Planning and Public Spaces.
