Development application advice and lodgement

Please do not attend the Town Hall Customer Service Centre for an appointment.

We won't be accepting physical models until further notice. You'll be able to present your model when our customer service centre reopen.

Make an appointment with the City

We offer 4 types of appointments to help you through the planning and development application (DA) process. These are:

  • General planning advice: Useful for small to mid-sized development and general enquiries about the City's planning process and policies.
  • Pre-DA meeting: A more formalised approach to planning advice, typically used for mid to large scale development only.
  • Model advice: To discuss requirements with a City modeller about digital and/or physical models related to a DA.
  • DA lodgement: A booking can be made to lodge a DA at one of our customer service centres.

General planning advice

For general advice on planning controls and minor development, such as signage, residential alterations and additions, and footway applications, you can make an appointment to speak to a duty planner using our book a planner portal.

Please note: Duty planner appointments for general planning advice are only available at our Town Hall Customer Service Centre from 8.30am to 5pm, Monday to Friday.

A maximum of 2 people can attend for up to 45 minutes in duration (no consecutive bookings). Advice bookings are for general purposes only and cannot be used for formal pre-DA meetings (see below).

Pre-DA meeting

For planning advice on large or more complex developments, such as residential flat buildings and multistorey developments, or significant developments involving a heritage item, you will need to arrange a pre-DA meeting.

Please note: Pre-DA meetings cannot be booked online.

Pre-DA meetings are provided free of charge. The aim of the meeting is to identify any potential issues and provide preliminary design advice at an early stage that can be addressed by the applicant before the formal DA is lodged. This helps to develop mutually acceptable solutions to issues and expedite the assessment process.

The level of service provided by the City in pre-DA meetings is dependent on the nature of the proposal and the advice sought.

Model advice

For advice on the City's digital and physical model requirements, you can make an appointment to speak to a City modeller in person at our Town Hall Customer Service Centre) using our book a planner portal.

DA lodgement

To make an appointment to lodge your DA at one our customer service centres, please use our book a lodgement portal.

Please note: DAs that include a model must be lodged at the Town Hall Customer Service Centre. Please select the CBD office and 'lodgement with model' booking type when you make your appointment.

Before you make a DA lodgement booking it is important that you have made appropriate contact with a City planner to ensure your application meets our planning controls and policies.

You need to also ensure your application meets our digital requirements.
