What we’re doing

The proposed changes will increase the floor space ratio and height to permit the development of a commercial office tower of up to 232 metres high. The changes include upgrades to the surrounding pedestrian network, including a new colonnade with retailers and a through-site link. This will extend Queens Court to connect Dalley Street to Underwood Street in the north.

This planning proposal has been informed by the draft Central Sydney Planning Framework. The framework includes a variety of changes to the development controls for the Sydney CBD. This includes unlocking capacity for economic and employment growth while protecting public spaces by allowing additional building height and density in suitable locations.

The documents on exhibition include a planning proposal to amend the Sydney Local Environmental Plan 2012 and a draft development control plan. The documents will be on exhibition from 18 September to 16 October 2020.

We also ask for your comments on a draft planning agreement to upgrade and widen footpaths and deliver the new pedestrian colonnade, through-site link and public art. The draft agreement includes monetary contributions for affordable housing in the City of Sydney area and for new infrastructure in Central Sydney.

After the exhibition, the City will consider all submissions and report the results to Council and the Central Sydney Planning Committee.

Why we’re doing it

If Council approves this planning proposal after public exhibition, it can amend the Sydney Local Environmental Plan 2012 on behalf of the Minister for Planning and Public Spaces.
