Council and the Central Sydney Planning Committee approved an amendment to the Sydney Development Control Plan 2012 as it applies to 187 Thomas Street, Haymarket on 28 and 24 June 2021. View the Council meeting papers.
The local environmental plan and development control plan amendments will enable future development at 187 Thomas Street for a commercial tower with hotel, office space, innovation floor space and an auditorium. The changes will also provide more public open space on Quay Street, retail opportunities and connection to George Street.
The amendment is the result of a planning proposal to change the Sydney Local Environmental Plan 2012 and will come into effect on the day the local environmental plan is notified on the NSW legislation website.
What we’re doing
The proposed changes will increase the floor space ratio and height to allow for a commercial tower up to 215 metres. Possible uses for the new tower include a new hotel, office space, innovation floor space and an auditorium. The changes will also provide more public open space on Quay Street, more retail opportunities and walking connections to George Street.
This planning proposal has been informed by the draft Central Sydney planning framework, which includes changes to the development controls for the city centre. These changes support economic and employment growth. They allow for increased building heights and density in suitable locations while protecting public spaces.
We also seek your comments on a draft planning agreement, which includes monetary contributions for affordable housing in the City of Sydney area and new infrastructure in Central Sydney.

We'll consider all feedback and report the results to Council and the Central Sydney Planning Committee.
If Council approves this planning proposal after public exhibition, it can amend the Sydney Local Environmental Plan 2012 on behalf of the Minister for Planning and Public Spaces.
