Background

The City engaged consultants, Architectus Sydney Ltd, to assess how the current planning controls are performing in the Green Square Urban Renewal Area. The Green Square Built Form Review (the study) is part of City-wide investigations to assess how the planning controls are performing across the whole Local Government Area.

The Green Square Urban Renewal Area is one of the few areas of the City that has the potential to change quite significantly over the next 20-30 years. This provides us with an opportunity to build on the existing local character, and create a new liveable and sustainable community.

The study area consists of the suburbs of Zetland and Beaconsfield and parts of Alexandria, Rosebery and Waterloo. The Green Square Town Centre is not covered by the study, as it was subject to a separate review.

Aims and Scope of the Study

The purpose of this study is to examine the existing built form controls and to identify where changes are required to achieve the optimal built form outcome and a good public domain, whilst meeting the development targets identified in the NSW State Government’s Metropolitan Strategy.

The key objectives of this study were to:

  • Identify character areas or neighbourhoods within the study area, identify their existing character and develop desired future character statements
  • Test and evaluate the existing urban design and built form controls against the objectives of the Green Square vision statements
  • Model different built form scenarios for the study area and identify where more dense development with minimal impact on existing development may occur in the future; and
  • Review current public domain requirements and recommend amendments where appropriate to achieve the objectives of the future character statements for the various Green Square neighbourhoods.

At present, detailed planning controls for Green Square are included in South Sydney Development Control Plan 1997: Urban Design, in Precinct G: Special Precinct No. 9 – Green Square (the Green Square DCP).The Green Square DCP details heights, FSRs and other built form controls. The study specifically tested the existing controls on twelve (12) chosen test sites within the study area as shown on the map (download the PDF below). These sites were chosen as they are most likely to be the areas that will be redeveloped and change significantly over the next 20-30 years.

The testing established where current height and FSR controls did not produce the desired built form outcome and provided the basis for the review of the controls for each test site. Using these findings, with input from the community forums and the public exhibition of the study, the study makes recommendations for each site in terms of height, FSR, proposed street network, setbacks and any open space requirements.

Community Consultation

Community consultation was also an important part of the study process. An initial presentation by the consultants to introduce the study was made at the Green Square Planning Forum at the Green Square Community Facility in February 2006. A workshop seeking local community input into the development of desired character strategies was held in June 2006. The outcomes from this workshop were then incorporated into the study and were reported back to the community in June 2006.

The draft study report was publicly exhibited during October 2006. Individuals and groups provided comments on the recommendations of the study during this time. All submissions have been considered by the consultants in finalising the study.

Final Report

The report was finalised by Architectus in September 2007 and submitted to Council. You can download a copy of this final version of the document below.

The recommendations of the study are being reviewed by the City of Sydney and will inform the preparation of new draft planning controls for Green Square. These will be included in the new City-wide planning documents, the City Plan Local Environmental Plan (LEP) and Development Control Plan (DCP), which is currently being drafted. You will be able to comment on the new City Plan LEP and DCP when they are placed on public exhibition in the future.

Note

The Green Square Built Form Review Study has been commissioned by the City of Sydney for the purpose of providing expert assistance to the City of Sydney in determining appropriate planning controls for the Green Square Urban Renewal Area.

The recommendations and findings made by the consultants have not been adopted or endorsed by Council in any way. Any recommendations relating to LEP and DCP planning controls made within this report will not be taken into account in the assessment of any proposed development.
