Waterloo and Redfern

The Waterloo and Redfern study area located in the centre of the City of Sydney local government area. It is bounded by Cleveland Street to the north (including all properties adjoining the northern side of Cleveland Street), South Dowling Street to the east, Regent Street and Botany Road to the west, and McEvoy, Young and Phillip Streets to the south. In 2006, the City of Sydney engaged the consultants HBO+EMTB to undertake an urban design study for Waterloo and Redfern. The study involved:

  • surveying the existing built form of the study area (including building heights and floor space ratios (FSR’s)
  • assessing the urban character of the area
  • recommending appropriate height, FSR, site coverage controls and development controls, neighbourhood and desired character strategies, and a strategic structure plan.

The consultants also reviewed the existing planning controls and drew from a broad range of work and studies that already existed from South Sydney Council and the community.

Community consultation was also an important part of the study process. A meeting was held in April 2006 to introduce the study to the community and seek involvement in the development of desired character strategies. A second community meeting was held in June 2006 to give an update on the progress of the study and seek comment on the draft recommendations.

The draft urban design study report was exhibited during September and October 2006. Individuals and groups provided comments on the recommendations of the study during this time. These comments were considered when finalising the recommendations of the consultant’s final report.

The Waterloo and Redfern urban design study was commissioned by the City of Sydney for the purpose of providing expert assistance to the City of Sydney in determining appropriate planning controls for Waterloo and Redfern.

The recommendations and findings made by the consultants have not been endorsed by Council. Any recommendations relating to Local Environmental Plan (LEP) and Development Control Plan (DCP) planning controls made within the report referred to here will not be taken into account in the assessment of any proposed development.
