Oversize & over-mass heavy vehicle access

Access permits

On 10 February 2014, the Heavy Vehicle National Law (HVNL) came into operation in participating jurisdictions across Australia including NSW. The HVNL formally established the role of the road manager in approving oversize or over-mass vehicle trips (Class 1 and Class 3 heavy vehicles) on roads under their control.

In NSW, Roads and Maritime Services (RMS) is the designated road manager for state roads and local councils are the designated road manager for regional and local roads.

The HVNL requires both RMS and local councils like the City of Sydney to approve the intended path of travel for an oversize or over-mass vehicle before the trip takes place. Under the HVNL, road managers have up to 28 days to determine an application and can reject an application if the journey is likely to cause asset damage, pose a risk to public safety or adversely affect traffic congestion, air quality or public amenity.

Fees and charges

The City of Sydney charges a fee of $73.40 for the issuing of oversize or over-mass vehicle approvals as well as a route assessment fee of $260. City of Sydney access approvals will be valid for a maximum period of 12 months.

A further fee for pavement assessment may also be applied if it is determined that an application is likely to damage the City’s assets. The pavement assessment will be charged at full cost to the applicant. Find out more about the City’s current fees and charges.

Should an applicant wish to apply for a renewal of an access approval, assuming the application is identical to the previous application, the renewal will be exempt from the route assessment fee.

Should an applicant fail to satisfy the City’s approval conditions during the period of travel, the City may reject any future access requests from the applicant.

Approval process

On 25 February 2014, the National Heavy Vehicle Regulator (NHVR) delegated additional powers to road managers for intra-state applications. Under this delegation, heavy vehicle operators can apply directly to local councils for an access approval. Interstate journeys however, as well as Class 2 vehicles (like PBS, B-Doubles), are still managed by NVHR.  

From 1 July 2015, the following process is to be followed by applicants seeking approval to access roads under the City’s control by an oversize or over-mass heavy vehicle (Class 1 and Class 3) for trips operating wholly within NSW.

Step 1: Application submission

Applicants are required to fill out the oversize and over-mass vehicle permit application’ form, available for download below. The form collects relevant information about the applicant and the proposed oversize and/or over-mass vehicle trip to enable the City to assess the impact and suitability of the proposal. 

Once complete, the applicant must submit the form and any supporting documentation to HVPermits@cityofsydney.nsw.gov.au

Please note the City requires that all applications use the state and regional road network over the local road network where possible for the intended path of travel.

Step 2: Payment

Following receipt of the form, City staff will review the data.

If the application is sufficient to assess the proposal, the City will email the applicant with the fee and details on how to pay. Payment of fees is fully electronic and can take up to 24 hours to process.

Please note the City will not commence analysis of the application until payment is received.

If the application is insufficient to assess the proposal, the City will contact the applicant to seek further clarification on the proposal. The City may also request additional information, such as a swept path analysis, Traffic Management Plan (TMP) and pavement assessment, if deemed necessary to satisfactorily assess the proposal.

Step 3:  Application approval

Once payment is received, the City will review the application. Although under the HVNL, road managers have up to 28 days to determine the access application, the City appreciates that for many heavy vehicle operators this time period is likely to affect business operations. As such, the City will aim to deliver an approval within 3 working days following payment.

Once an access approval is issued to the applicant, the approval is only valid for the date/s listed. Any change of date/s by the Applicant after the approval is issued will require a new application to be submitted and the assessment process will start again. 

If after review the City rejects the application, the applicant will be fully reimbursed.

Please note that permission to travel by the City will be void should any of the City’s conditions be unresolved or not approved.
