Ultimo Pyrmont local infrastructure contributions plan 2023
Section 7.12 development contributions are payable for development with a cost of more than $250,000.

Ultimo and Pyrmont are forecast to experience significant population growth. This will need to be supported by new or improved local infrastructure.
This plan enables the City of Sydney to levy a contribution on new development to generate around $148 million in contributions towards infrastructure in Ultimo and Pyrmont to 2041. It’s appropriate that new development contribute its fair share towards the cost of new and improved infrastructure from which it will benefit.
This plan began operation on 1 July 2026. It replaces and repeals the City of Sydney development contributions plan 2015 for development applications and complying development certificate applications on land in Ultimo and Pyrmont as identified in Figure 1 of the plan. Refer to section 1.12 of the Ultimo Pyrmont local infrastructure contributions plan 2023 for further details on transitional arrangements.
To fund new infrastructure through contributions, the following levy rates are permitted under the Environmental Planning and Assessment Regulation 2021:

Applicants are required to complete the below City of Sydney s7.12 cost summary report or quantity surveyor’s cost report to assist our calculation of the contribution payable.
Email [email protected] with a completed report and a copy of the complying development certificate or construction certificate plans to request a letter confirming the contribution amount payable.
We’ve prepared a guidance note to assist applicants to estimate the proposed cost of development for the purposes of calculating s7.12 contributions.
