When you need to do this

A section 603 certificate enables you to check the rates status of a residential or business address. A section 603 certificate is typically used by solicitors, real estate agents and members of the public who are buying a property.

A planning (zoning) certificate – officially called a section 10.7 certificate – provides you with information the City of Sydney has on file about planning controls and other property issues that affect a particular piece of land.

A section 121ZP certificate lists any outstanding notices and orders including unauthorised building works and stormwater works as well as unsafe or unhealthy conditions.

A section 88G certificate shows an amount payable due to a failure to comply with a public positive covenant imposed on land under the Conveyancing Act.

Before you start

Identify the property address for the certificate you are applying for. You may also use the lot number, deposited plan (DP) or strata plan (SP) if known.

Multiple properties and types of certificates can be applied for in the same application form.

You can also submit any internal reference number you may use in your organisation to assist with property reconciliation.

There are 2 types of section 10.7 certificates available:
- A section 10.7(2) certificate shows the zoning of the property, its relevant state, regional and local planning controls and other property issues such as land contamination and road widening. This certificate is based on the parent property only, not on individual lot numbers.
- A section 10.7(2) and 10.7(5) certificate provides the same information but also includes other factors such as advice from other authorities, subdivision history, easements where we have that information available and access to the parking permit scheme.
While the certificate will state all the relevant planning instruments that apply to the property, it does not provide specific development standards or terms of the instruments. If you propose to develop the property, we recommend undertaking thorough research into all planning instrument terms that apply to the land.

Under section 10.7 of the Environmental Planning and Assessment Act 1979, we must issue these certificates upon application:
- section 10.7(2) certificate costs $69
- section 10.7(2) and 10.7(5) certificates cost $174.
Anyone can apply for a certificate under this section for the amount payable (if any) because of a failure to comply with a public positive covenant imposed on land under section 88D or 88E of the Conveyancing Act.

We can only issue 88G certificates if the City of Sydney is the authority benefitted by a public positive covenant. Applicants should provide the 88B instrument that includes the public positive covenant where the City of Sydney is the authority benefitting. The certificate costs $10.
