Inclusion (disability) action plan 2025–2029
We’re committed to building an inclusive and accessible city for everyone, now and in the future.

This is the City of Sydney’s sixth inclusion (disability) action plan. It aims to build on the success of previous plans and make the most of new and emerging opportunities.
This plan was developed in consultation with more than 350 people with disability, their families and carers, disability service providers and advocacy groups.
What’s in the plan
The inclusion (disability) action plan 2025–2029 outlines our commitment to ensuring everyone in our communities is actively working toward an inclusive and accessible community. A community where the human rights and diversity of all people with disability are recognised, respected and celebrated.
This plan will help ensure our city and our organisation are accessible and inclusive, and people with disability are provided with services and facilities that enable them to participate fully in the community.
It focuses on 4 key directions to build a more inclusive and accessible city for everyone.
- Develop positive community attitudes and behaviours towards people with disability through community awareness and education.
- Create more liveable communities for people with disability through improving the environment and services.
- Achieve more meaningful employment for people with disability through inclusive employment practices and education.
- Provide more equitable access to mainstream services for people with disability through better systems and processes, and access to information.
The plan includes priority actions to address outstanding and emerging issues faced by people with disability.
Over the next 4 years we’ll:
- enhance the visibility of people with disability, particularly non-visible and intersectional experiences of disability, through use of images ad stories that showcase and celebrate the diversity of disability
- continue to improve access in our community facilities and public spaces and infrastructure to ensure our services, programs and events are inclusive for everyone
- develop a strategic approach to recruit, retain and develop employees with disability, from entry level to leadership and continue to develop a culture of diversity and inclusion
- provide accessible and inclusive communications, and empower advocacy, decision-making and engagement opportunities.
